China National Water Resources & Electric Power Materials & Equipment Co., Ltd. (hereafter named as CWEME), is a large state-owned enterprise of materials circulation held by China Datang (Group) Corporation. CWEME was the Materials Bureau of the Water Resources Ministry, originated from the Supply Division of the Fuel Industry Ministry in the 1950s and evolved into the Supply Division of the Ministry of Water Resources & Electric Power, Materials Bureau of the Water Resources Ministry. Since the 1950s, CWEME was always the material administration department of China's water and power industries which undertakes the materials supply and ensurance , and has made indelible contribution to both trades. CWEME is still performing the function of China Water Resources & Electric Power Logistics Association.

  China National Water Resources & Electric Power Materials & Equipment General Corporation was founded in 1988, and transformed into a limited liability corporation. In the state power system reformation in 2002, all the stock sharings held by the State Power Corp. (SPC) were transferred to China Datang. Currently, CWEME has registered capital of RMB 473 million in which RMB 335 million, i.e., 70.72% is from China Datang, and other 29.28% is from China Water Investment Corp., China Huaneng Group Corp. and China Development & Investment Corp. In the grand tide of China's economic reformation, CWEME went through all phases from the materials allocation under the planning system, "dual prices" system in the beginning of the market economy, and the enterprise reformation based on contemporary corporate practice. It has already established a complete set of management system, encouraging system and control system.

  As a result of the diligent efforts of all staff, CWEME continuously expands the business, improves the structure of assets and quality of staff. The growth in economic strengh has made CWEME a material circulation enterprise operating under market principles with eighteen state-level qualifications, engaged in all-inclusive services for the electric/hydraulic power industry, including international/domestic trade, bidding/tendering, manufacture supervision, engineering materials administration, over-sized goods transportation and project contracting, etc. CWEME was ranked 12th of China's "Top 100 Firms" in materials supply in 1992, 12th of top 500 largest material circulating firms in 1994, and 362nd of top 500 state-owned firms as "China's Backbone" in 1995.

  In 1998 CWEME was certified State Class A Large Enterprise of Materials Circulation (Compositive Business). In April 2000 CWEME passed the certification of SGS. Since 1998 CWEME have been evaluated as "Double Civilized Unit of Central Organs" for five years. In 2000 the corporate party committee was appraised by the Central Enterprise Committee as "Advanced Committee", the only one in SPC. In SPC party incorruptness inspection 02'-03', CWEME was granted full marks twice and the title of "Excellent Unit of Party Incorruptness".
